Risk Management

We add real value to projects by managing risks and identifying opportunities in a coherent manner.

RPS develops, in consultation with the client, a tailor-made risk management procedure for every project based on our own in-house template. RPS implements the risk management procedure fully on all large-scale projects. Our clients benefit significantly from the implementation of risk management early in the project’s life cycle.

We carry out qualitative and quantitative risk analysis to the level appropriate to the project and this allows us to identify critical risks early and prioritise their management to ensure they do not hinder the realisation of the project’s objectives.

Risk assessment leads to more robust delivery of projects by identifying threats to the planning, design, procurement, construction and commissioning stages and the whole life operation. Risk identification, evaluation and management play a key role in time, cost and quality management and is incorporated in the RPS Project Management process through all stages of the project.

Development of Environmental Liability Directive (ELD) Guidance in Ireland

RPS has written a Guidance Document for the Irish EPA on the Environmental Liability Directive 2004/35/CE (ELD).

This Directive reinforces the "polluter pays principle" – requiring complementary and compensatory remediation if primary remediation cannot restore environmental damage to baseline conditions. The Directive imposes strict liability on all major industrial, waste management and energy-producing activities that have environmental pollution permits or licences – and includes a mandatory requirement to take preventive action if there is an imminent threat of environmental damage.

RPS reviewed guidance developed in other European Member States and developed practical guidance specific to Ireland. The guidance incorporates a strong risk management focus to prevent environmental damage, which is – a primary objective of the Directive.

Our expertise in ecology, water management and contaminated land combined with a proven track record in developing practical policy and guidance documents for the EPA was critical in delivering high quality guidance for the EPA.
